Réforme territoriale : les départements pourront-ils choisir leur région ?

Le Sénat a assouplit le 30 octobre dernier les modalités du « droit d’option » prévu dans le texte sur la réforme territoriale.

Ce droit vise à permettre à certains départements de choisir à quelle région ils pourraient être rattachés.

Le texte initial, voté à l’Assemblée Nationale contre l’avis du gouvernement, avait supprimé l’obligation d’un référendum local pour valider le nouveau choix de rattachement régional. Les sénateurs ont encore assoupli la mise en application de ce droit en imposant à la région délaissée un vote à une majorité des 3/5e pour empêcher le départ du département concerné.

L’Assemblée Nationale, qui rediscutera prochainement du texte amendé par le Sénat, devrait rétablir son texte initial. C’est elle qui aura, in fine, le dernier mot.

Pour les parlementaires régionalistes et le Partit Occitan, ce droit d’option doit être totalement dévérouillé pour permettre à chaque territoire, en fonction de ses spécificités culturelles, historiques ou sociales de choisir sa région de rattachement.
