Montauban : lutter contre les empreintes publicitaires

L’association Paysages de France accuse Mme Barèges d’infraction au règlement encadrant les panneaux publicitaires lumineux de la ville (voir cet article). Il s’agit notamment des panneaux vidéos récemment installés Route de Paris et Route de Toulouse.La maitrise des empreintes publicitaires (panneaux d’affichages, publicités, enseignes de magasins…) questionne notre rapport à l’espace dans lequel nous vivons, mais aussi le modèle de société que nous défendons. C’est un enjeu fondamental du développement durable d’une ville : il influence l’image que donne une ville à ses visiteurs, la pollution visuelle, les nuisances liées à l’éclairage, la préservation des paysages et des bâtiments, en particulier pour une ville classée Pays d’Art et d’Histoire.

Dans son programme pour les dernières élections municipales, Roland Garrigues souhaitait d’ailleurs aborder ce sujet de façon concertée et volontariste.

Alors que les publicités en tous genres prolifèrent un peu partout dans la ville à une vitesse accélérée, en particulier en zone Nord, voici nos propositions visant à mettre en œuvre les objectifs suivants :

1/ Maîtriser l’impact visuel des empreintes publicitaires :

  • Réduction de moitié du nombre de panneaux publicitaires d’ici à 2016, avec des quotas par rue et par quartier et en s’attaquant en priorité aux entrées des villes
  • Non-reconduction des contrats publicitaires arrivant à échéance
  • Réduction de la surface des écrans existants
  • Encadrement strict des enseignes de grandes surfaces, en particulier en zones commerciales

2/ Maîtriser l’impact écologique des publicités urbaines :

  • Réduction de la consommation de papier par la réduction du nombre de panneaux publicitaires
  • Arrêt de tous les éclairages lumineux de 20h à 7h et interdiction de l’éclairage dans des zones ne disposant pas d’éclairage public
  • Encadrement plus strict des écrans vidéos existants (distance des habitations et des voiries) débouchant sur une interdiction à terme.
